While problematic, tripping risks, infrastructure conflicts, and visual obstructions are not addressed in the ISA Tree Risk Assessment BMP and is not a consideration when determining if a tree can be removed without notice or a permit under Florida Statute 163.045. Given the responses provided, you have not met all of the requirements outlined in 163.045 to allow for the pruning, trimming, or removal of the tree assessed without "notification, approval notice, application, approval, permit, fee, or mitigation."
